Support for Students Experiencing Housing Instability

The Neosho School District is committed to supporting students and families who are experiencing housing instability. If a student’s living situation is temporary, uncertain, or has recently changed, the student may be eligible for additional support through the McKinney‑Vento Homeless Assistance Act.

Our goal is to ensure that every student has consistent access to education, regardless of housing circumstances.

Who This Support Is For

A student may be eligible for McKinney‑Vento support if they are living in a temporary or unstable housing situation, including but not limited to:

  • Staying with friends or relatives due to loss of housing or financial hardship
  • Living in a motel, hotel, shelter, or transitional housing
  • Living in a situation that is unsafe, overcrowded, or not intended as a permanent residence
  • Living without a parent or legal guardian (unaccompanied youth)

Families and students do not need to determine eligibility on their own. If you are unsure, we encourage you to reach out for support.

Student Rights and Supports

Students experiencing housing instability have important rights under federal law, including:

  • Immediate enrollment in school, even if documents such as proof of residency or immunization records are unavailable
  • The ability to remain in their school when it is in the student’s best interest, even if the family moves
  • Transportation assistance, when applicable, to support school attendance
  • Full access to school programs, services, and activities
  • Support to promote school stability and academic success

Unaccompanied Youth

Students who are not living with a parent or legal guardian may still receive support.

  • A parent or guardian is not required for enrollment
  • Youth may access school and postsecondary planning support
  • Assistance is provided with discretion and care

Requesting Support

Families and students may request support by completing the district’s Transitional Housing Form:

This form helps the district understand housing needs and connect students with appropriate supports. Information is handled confidentially.

If There Is a Disagreement

If a parent, guardian, or unaccompanied youth disagrees with a decision related to McKinney‑Vento support—such as eligibility, school placement, enrollment, or transportation—the student still has important protections.

  • The student will be enrolled and allowed to attend school while the issue is reviewed
  • School services and supports will not be interrupted during this time
  • The district will work with the family or youth to review concerns and determine next steps

Families and students are encouraged to contact the student’s Dr. Paul A. Schlag, District McKinney‑Vento Liaison, if questions or concerns arise.

Contact

Families, students, or staff may reach out for assistance by contacting:

  • The student’s school building leaders (such as the principal, counselor, or building administrative assistant), or
  • Dr. Paul A. Schlag, District McKinney‑Vento Liaison

You do not need to know whether you qualify before requesting help. The district will work with you to determine next steps.
